sybase.ae is the Sybase distributor for the Emirates. This is one of the entities that are part of the company who owns (for many years) a number of Sybase distributorships across the middle east and eastern Europe. Since the SAP acquisition the full Sybase subsidiaries in countries like the UK, Germany, France, USA have all become part of SAP by now, but these distributors have not since they are a different organization.
So in the countries where these distributors are operating, there is now also the local SAP organization which means that customers may have two sources for their Sybase products and support. How this is handled in practice depends on customer preferences as well as the relationship and agreements between the distributor and SAP. In other words: it may be different everywhere.
