I added both MI and IN to V_T5UTRC and it worked. THANKS!

This table was blank prior to the upgrade to TF10.0 and tax reciprocity was working just fine. I didn't see this table mentioned in any of the upgrade docs/notes. Hmmm, I will test some more.
