As Jitin said, you may raise support tickets on the SAP Service Market Place. However he is incorrect about you having to be a partner though.
You can do so, if you have a valid SAP support contract with a SAP Partner. They should provide you with the S-User ID with which you can login.
If you are a SAP Partner, then SAP should provide you with the necessary information.
