Regarding:

This is not possible (in most cases). A material can be handled in more than one plant and these plants can be allocated to a number of countries. Therefore it is just a "material number".
ESTDU: ESTDU is used in many circumstanes. E.g. on the level of "Restriction", on the level of "identifier", on the level of "Status" and on the level of data records stored in VATs (like density)
E.g. You can use CG02 to cretae a hit list using a material number. now you can use ouput variant "EXCEL" to get any data shown in property e.g. Density. In doing so you will get indication if the data maintained is valid world wide (e.g. usage PUBLIC / REG_WORLD) or only in Europe (PUBLIC REG_EU)
There is no standard option available to reduce during out put the data records so that only data records which are valid in europe will show up but is it a standard approach to use SAP original output variants copy them and adapt them to your needs so that such a "filter" mechanism is supported.
But may be I misinterpret your intention or your demand
The similar logic is used to retrieve data for WWI reports.
