1) The CR runtime is free for win Apps and Web apps, deployed internal to your organization. Web apps deployed external to your org, need extra licensing and you will need to contact sales to get details on that: 866-681-3435

2) You can stream reports to PDF. If you enter the search term 'stream pdf crystal net' in the search box in the top right corner, one of the resources that will come up is:

3) If you will be using VS 2010 or VS 2012 use SAP Crystal Reports, developer version for Microsoft Visual Studio (CRVS). If you will be using VS 2008, use CR 2008. Eval of CR 2008 is here. E.g.; CRVS is free, CR 2008 is not.

Please note that CR 8.x is way old and testing the report thoroughly in later versions of the designer (e.g.; before running them in an app) is recommended. Also note the following:
